The Secretary of State to the Minister in China (Johnson)

298. Your despatch No. 2884 of August 35 in regard to pilotage at Shanghai. The Department is in substantial accord with the comments and suggestions of the Legation but does not desire to issue more specific instructions at this time. The Minister and the Consul General at Shanghai, in the light of the Department’s general approval of the Legation’s suggestions and in consultation with their interested colleagues, should continue to endeavor to work out a satisfactory arrangement which will provide adequate safeguards for the American interests involved and at the same time be acceptable to the Chinese authorities.
