You are authorized to sign the joint memorandum.

Department would suggest, however, if your colleagues consent, that the word “validity”, the seventh word from the end of the third paragraph of the proposed joint memorandum, be changed to “value”, and that there be added to the last paragraph of the proposed memorandum the words “and previous memoranda and notes,” if in fact there were previous memoranda and notes on the subject.2
