At a conference held May 3 between representatives of the Foreign Office and of the Embassy and Delevingne11 and Fuller it was agreed that the course to follow will be to send a noncommittal acknowledgment to the League stating that the Minister for Foreign Affairs will furnish such information concerning the traffic in Manchuria as can properly be furnished.

It was further agreed that it will be expedient and advisable to limit the information so furnished to that which has been published in Manchurian gazettes or newspapers and to refrain from handing over consular reports.
