Supplementary tariff convention to Roca agreement signed last night.25 Commercial Attaché reporting in detail tariff items affected. Loan agreement not yet made, unable to reach accord on conversion rate.26 Ratification by Congress which adjourns September 30th contingent upon signing loan convention and unblocking British funds.27
