5. My telegram 4, February 7, 8 p.m. Minister of Foreign Affairs is sending telegraphic representation to Peru today specifically based on Kellogg Pact. Am sending copy to Department by the next pouch.13 He confirms that Dominican Government has not received from Colombia, as other signatory Governments apparently received, request to make representations based on Pact for Renunciation of War.
