3. Your 8, February 6, 9 a.m. Peru has not accepted Brazilian proposal. It accepted with modifications which have not been satisfactory either to Brazil or to Colombia. It would seem more appropriate therefore not to express satisfaction at Peruvian decision but to call their attention definitely to their obligations under Kellogg Pact.
