21. Your telegram No. 6, February 2, 4 p.m.88 Paraguay received no request from Colombia as did other South American countries to take any action under the Kellogg Pact and for this reason in her communication to Peru (referred to in my telegram 16, January 28, 2 p.m.88a) she merely urged the latter’s acceptance of the Brazilian proposal. This morning she has sent a further communication with special reference to the Pact of Paris and declaration of August 3rd.
