The Ambassador in Argentina (Weddell) to the Acting Secretary of State

For the President and Phillips.55 Had conference yesterday with President of Argentina urging on him special efforts to induce Paraguay to agree to arbitrate. Saavedra Lamas returned from Montevideo this morning and tells me the outlook is encouraging. He and the President at the luncheon given me today requested a conference tomorrow on Chaco controversy. I shall earnestly urge that Argentine Government is in a better position than all other influences to secure acquiescence by Paraguay. Bolivia already agreeable.
