317. Consulate’s No. 314, December 14, 5 p.m., paragraph [numbered?] 2. The Secretariat has now been informed that in addition [Page 376] to the Governments of France and Great Britain which have given standing orders to their representatives, the Governments of Italy, Spain and Mexico will instruct their representatives at Montevideo to consult with the other interested Governments and with the Commission in order to determine the best method of lending support to the latter’s action.
