Referring to Department’s telegram No. 10, April 14, 2 p.m., the Minister for Foreign Affairs today informed me that the plan therein suggested might offer a basis of discussion, at the same time expressing his mild objection to the proposed method of delimiting the arbitral zone, in spite of the fact that President Salamanca had already accepted this method in principle.
