I had a visit this afternoon from Señor Dr. Don Fernando González Roa, Mexican Ambassador, who came to tell me that he had received instructions from his Government to inform us that Dr. Puig had given up his idea of having the proposed additions to the agenda for the Montevideo Conference approved by the Pan American Union. Dr. Puig had told him to convey the same information to Dr. Rowe.26
