6. The Bolivian Government today replied to the Chilean suggestion as follows:
“We thank the Chilean Minister for Foreign Affairs for his solicitous intervention in sending us a project of a proposal for the settlement [Page 256] of the controversy between Bolivia and Paraguay. But we suggest for many obvious reasons the necessity of reviving the proposal of the five neutrals of December 1536 which would now be signed by the four neighbors as well.”
