Your 65, December 18, 1 p.m. The Department thinks your proposed announcement an excellent solution, but suggests for your consideration that for the affirmative statement “Our Government thinks such codification necessary” that there be substituted some such phrase as “Our Government thinks that more time is needed for such codification than the Conference will be able to give to it” and that therefore you “approve the proposal of Dr. Lamas”.
