Memorandum by the Secretary of State
The Japanese Ambassador63 called and made inquiry as to reciprocity negotiations and the possibility ahead in connection with the London Conference. I replied that I thought substantial progress was yet a possibility by the Conference; that we had engagements with five countries to negotiate reciprocal commercial treaties and that as soon as this work progressed sufficiently I would be glad then to take up with Japan the question of the negotiation of a reciprocal commercial treaty, in accordance with the suggestion of Viscount Ishii in London some days ago.
