Your 657, August 9, 9 a.m.10 In conversations in New York on August 6 and 7 with Soong, officer of the Department took occasion to comment adversely on the grant of a monopoly for export of wolfram. Soong expressed the view that the principle involved in the action taken by Chinese authorities was wrong and said he would see what he could do about rectifying the situation.
