775. Department’s 330, September 27, 6 p.m. The Legation has communicated paragraph 2 to Nanking and Canton for their guidance.

Counselor of Legation to [at] Nanking has been instructed that unless he perceives reasons to the contrary the Legation believes that he might properly endeavor to induce Central Government to instruct Canton that the form in question should not be considered applicable to the foreign oil companies.
3.
Counselor has not yet seen Soong. The Legation has suggested that he endeavor to see him as soon as feasible.
