Your 906, December 12, 11 a.m. Although, the British authorities may feel that the presence of considerable British shipping in the area in question warrants the course of action which they are taking in the present instance, the Department, in the light of information now available to it, does not feel that the American shipping likely to be involved would justify a deviation from the position taken in its telegram No. 389, December 6, 5 p.m. by which the Legation should continue to be guided.
