- A somewhat lengthy and technical report by the Secretariat was circulated yesterday. A copy has been forwarded to the Department60 and one furnished to Fuller,61 who is leaving for Washington this morning. I only had the opportunity for a brief [Page 351] communication with him before his departure and, therefore, do not feel in a position to comment in detail on the report which Fuller can divulge to better advantage on his return to the Department. I got the impression from Fuller, however, that he considered the report “tricky and full of dynamite”.

- I shall take no part in the discussion of the report at the meeting of the subcommittee set for tomorrow morning, June 2.
