Withdrawal Manchukuo forces has now reached point between Changli and Chinwangtao. No fighting and except for Chinese armored train no Chinese military units of regular establishment have crossed to east bank Lwan River according to best information [Page 293] available Tientsin. As situation develops along the railway between Lwanchow and Chinwangtao the inference becomes clearer that the withdrawal is the result of an agreement or understanding as intimated in my April 24, 3 p.m.7
