The Minister in China (Johnson) to the Secretary of State

330. Yoshizawa90 visited Peiping. I am informed that he was not able to see any Chinese of importance here or in the South. I believe purpose of his visit was to inform himself of current Chinese reactions to Japanese occupation of Jehol and activities along Wall. He left impressed with fact that for the time being no Chinese are prepared to commit themselves to negotiations direct or indirect. I believe that he expects a change of government in May or at latest in July and that Seiyukai91 will succeed present government and that he will be Minister of Foreign Affairs. He was accompanied by Count Iwaki of the House of Peers and Mr. Hashimoto of the Diet.
