The Navy Department has instructed the Commander of the Second Brigade and the Chief of the Guardia to confer with Admiral Woodward and with you regarding the question of security to be afforded during the supervision of the forthcoming presidential elections. The Department would be glad to receive a report from you in due course in order that this question can be given further consideration here.
