The Commission of Neutrals to the Bolivian Minister for Foreign Affairs (Gutiérrez)56

[Translation]

In view of the extreme gravity which the situation in the Chaco has reached, the Commission of Neutrals, in the interest of the peace of America, requests the Governments of Paraguay and Bolivia immediately to authorize their delegates in Washington to sign on the [Page 81] 1st of September and for the brief period of 60 days a total suspension of hostilities.

During this period a pacific solution of the various problems will be discussed. In making this suggestion, the Neutrals maintain in its entirety the doctrine of the 3rd of August, accepted by Bolivia and Paraguay, and declares that this proposal does not alter the present legal position of both parties.

A prompt reply would be greatly appreciated by the Commission of Neutrals.
