The Acting Secretary of State to the Chargé in El Salvador (McCafferty)

41. Your 68, March 18, 5 p.m., and 70, March 22, 1 p.m.20 The press on March 30 published an AP despatch from San Salvador, dated March 29, to the effect that a petition signed by more than 20,000 Salvadorans was presented to Martínez urging him to maintain himself in power as long as the present difficult economic situation exists. Is this report substantially true and, if so, what effect do you think it will have on the plans of the de facto authorities? What, if anything, is being done by these authorities, now that Holy Week has passed, to carry out their indicated intention to reorganize the Government on a basis where recognition can be extended to it?
