My 218, November 23, 11 a.m. The Minister for Foreign Affairs told me this morning that the Guatemalan Minister in this capital recently outlined informally to President Moncada and Doctor Sacasa the opposition of the Government of Guatemala to Costa Rica’s proposal to dispose of the 1923 treaties and inquired as to their attitude in the matter. The Minister for Foreign Affairs added that President Moncada and Doctor Sacasa expressed their complete accord with the views of the Government of Guatemala. Repeat[ed] to Guatemala.
