39. [For] Francis White. Lester, Irish representative, called to explain that he had received a letter from De Valera asking him to call on me to explain the necessity for the Council committee to receive completer and more frequent telegrams of information from the Neutral Commission. The arguments advanced were so similar to those [Page 247] advanced by Drummond, reported in my 33, November 3, 11 p.m., that I shall not repeat.

De Valera also pointed out that the members of the Council committee attached the highest importance to the immediate arrival on the spot of a military commission and asked me again to bring this to your attention.
