Olaya referring to telegram of September 20 from Lozano, Washington, and his reply thereto, same date, regarding Argentine plans to take Chaco question to Geneva, asks if the Department of State desires him only to instruct Colombian delegates or should he also endeavor to persuade other Latin American governments to instruct their delegates also.
