I am reliably informed that Argentine Minister for Foreign Affairs has recently intimated to prominent Bolivians in Buenos Aires including Dr. Escalier, close friend of President Salamanca, that his Government would be glad to mediate in direct negotiations to be held in Buenos Aires and that Bolivia would be assured of a suitable port on the Paraguay River before entering into the negotiations.
