The Chargé in Brazil (Thurston) to the Secretary of State

Department’s circulars of August 11, 2 p.m., and August 12 6 p.m. The Foreign Office has assured me and has shown me copies of its telegrams to the Brazilian representatives at Washington and La Paz in confirmation, that Brazil fully supports the inquiry addressed by the neutrals on August 9th to the Bolivian Government.46

The Under Secretary, with whom I discussed this subject today, stated that Brazil’s collaboration with the other neighboring states is solely in the interest of peace, since it is not inspired by the considerations of policy and expediency which may be assumed to animate [Page 182] Argentina, Chile and Peru. He evidently does not consider that the four neighboring states have actually effected the organization of a bloc, or that they are pursuing a definite plan. He intimated however that several proposals (evidently the Argentina) had been advanced for certain direct joint action in the Chaco question, to which Brazil had declined to adhere, favoring instead full support for the Neutral Commission.
