Memorandum by the Assistant Secretary of State (White)
Doctor Soler and Doctor Vasconsellos called, at my request, and I told them that the Ambassadors of Argentina, Brazil, Chile and Peru had requested me to tell them that their Governments gladly adhere to the friendly manifestation which I had made on behalf of the neutrals to the delegates of Paraguay and Bolivia on the eleventh instant.5
The two delegates expressed their pleasure at this and asked me to thank the Ambassadors in question. They said that they would advise their Government at once thereof.
