117. The Vice-President’s75 efforts to organize a parliamentary system Cabinet have failed because of the refusal of the Socialist Republicans to participate, and it is not likely that the President will accept the Vice-President’s offer to organize a Cabinet under the old system, so that no progress toward political unity of administration has been made.
The evacuation of Fort Platanillos has been admitted and there are unconfirmed rumors that Forts Florida and Bolivar have been captured by Paraguay.
