“September 14, 2 p.m.
Your September 13, 7 p.m. Consular body meeting will probably be held on September 20th.
2. J. K. Choy, Shanghai Commissioner of Finance and one of the two Chinese negotiators of the extra-Settlement road[s] agreement, informs me that yesterday Brenan told Mayor Wu and himself informally that the British are unwilling to proceed with the agreement in the face of the Japanese opposition.
