1002. Legation’s August 18, 5 p.m. Following from American Consul General at Shanghai:

“August 23, 5 p.m. I am informed that proposed agreement regarding roads has encountered fresh difficulties because British member of the Council have promised British residents now that agreement would be published before signature and Chinese declare that if it is published Chinese criticism will prevent them from signing it.”
