Sir: The Department’s records indicate that the Chinese Government has failed, since August 17, 1931, to effect any payments in connection with the claims awarded American claimants as a result of the Nanking incident of March 24, 1927.74 In this connection the Department requests that you bring this matter to the attention of the appropriate authorities of the Chinese Government with a view to obtaining payment, without further delay, of the sums which are now in default.
