612. Upon signing of Sino-Japanese agreement at [sic] the Joint Commission consisting of British, American, French and Italian Consuls and British, American, French and Italian Military Attachés was appointed under article 4 of the agreement. Information from Shanghai indicates that main undertakings of Japanese under agreement of May 5 have been completed. Unless the Department desires to the contrary, I am withdrawing Lieutenant Soule who is my present military representative upon the Commission and I shall request Admiral Taylor to designate a marine officer stationed at Shanghai to take his place during remainder of work of Commission.42
