Your despatch of August 8 concerning transit of goods through Indo-China.

In the absence of a specific case, Department feels that it would be inopportune to raise this question at least until commercial treaty negotiations with France22 have been concluded. Please report fully with regard to French regulations and practices in respect of this transit trade.
