The Minister in China (Johnson) to the Secretary of State

1225. Legation’s 1222, November 1, 6 p.m. Following from Counselor Peck:

“November 1, 9 a.m. The Foreign Office informs me under date of October 31 that it telegraphed General Chiang Kai-shek twice within the last week requesting that strict instructions be issued to the Shensi Provincial Government to make an immediate and thorough investigation of the Ekvall cases and to punish accordingly all [Page 542] those who may have done any harm to Ekvall and his companions. Foreign Office states that General Chiang has telegraphed in reply that a telegraphic instruction in the above sense has been issued to the Chairman of the Shensi Provincial Government.”
