- The impression made on me by this voluntary approach from the Canadian Prime Minister and the extremely confidential and important tenor of his message was that Canada desired to assume a relation with us on the Manchuria question which was much more sympathetic and cooperative than that represented for example by Sir John Simon’s speech on December 7 and Cahan’s speech of the 8th.
