1201. Following from American Consul General at Harbin:
“Harbin American Chamber of Commerce wishes to officially endorse the protests and reports on local disorders which have been communicated to you by the American Consul General, Harbin. Living and doing business in a place where our position is equivocal but where we nominally enjoy extraterritorial rights and continued acts of violence and lawlessness endanger foreign lives and property we earnestly request that representations looking to the effective protection of such American interests be made through the proper channels.
