I had the honor in my telegram addressed to Your Excellency, dated April 23,²⁶ to express the desire of the Government of the State of Manchuria to adhere to the International Radio Telegraphic Convention²⁷ and to regulations annexed thereto.

I now respectfully ask that you will be good enough to take prompt action in the matter requested in the said telegraphic communication.
