I had the honor in my telegram addressed to Your Excellency, dated April 23,26 to express the desire of the Government of the State [Page 203] of Manchuria to adhere to the International Radio Telegraphic Convention27 and to regulations annexed thereto.
I now respectfully ask that you will be good enough to take prompt action in the matter requested in the said telegraphic communication.
