A Japanese member of the Municipal Council who usually acts as liaison officer between the Japanese Naval Attaché and the Council has requested that a state of emergency declaration should be issued today. [Page 80] The Secretary General promised to call a meeting of the Municipal Council for the consideration of the request today.
