57. For the Secretary of State. In reply to special inquiry by Department regarding items reported concerning Ohashi, until recently Japanese Consul General at Harbin, Legation, Peiping, telegraphs under date April 25:
“Ohashi will be in charge of general affairs in the Foreign Office at Changchun. In this capacity the foreign affairs of the new government will practically be in his hands.”
