464. The following from American Consul General at Harbin:
“April 23, noon.

- Vice Consul Takigawa stated that yesterday Japanese troops after one hour’s fighting with old Kirin troops near Imienpo caused them to retreat and that early this morning 3,000 brigands attacked [Page 723] the town and occupied the Chinese Eastern Railway station at Sanchaho, 102 kilometers south of Harbin, thus holding up traffic for a few hours.

- Traffic on eastern line still suspended. Soviet management has promised to furnish necessary rolling stock for transportation of Japanese troops.”
