- Consul General Myers in despatch dated April 1st transmits letter [Page 673] from Mukden representative of Standard Oil Company requesting him to advise the present Fengtien provincial authorities of the possible losses sustained by the Standard Oil Company due to lootings in South Manchuria. Company fears that failure to notify present de facto provincial authorities at the present time will prejudice rights when claims are actually filed.

- Myers states that he perceives no objection to his notifying the present de facto provincial authorities informally in regard to the lootings.

- In view Department’s above-cited telegram and Department’s telegram of March 2 [12], 2 p.m., to the Consul General at Shanghai, both of which were forwarded to Mukden upon receipt by the Legation, I am instructing Myers to refrain from presenting claims to the present de facto provincial authorities, informally or otherwise.
