The Minister in China (Johnson) to the Secretary of State

394. Following from American Consul General, Mukden:

“Japanese gendarmerie have begun censoring mail matter in the [Page 653] Chinese post office—so far only Chinese newspapers—addressed to local foreigners, several papers for Americans having been detained. Request instructions regarding filing protest with the Japanese Consulate General.

Information has been received from Antung that Chinese Deputy Postal Commissioner, Antung, was arrested by the Japanese gendarmerie and held 9 hours, his office and residence being thoroughly searched, no other details.”

Legation proposes to instruct Myers to protest informally to Japanese Consul General if detention continues.
