391. Following from American Consul General at Mukden:
“March 30, 2 p.m. Supplementing my March 29, midnight,36 Japanese press reports that new government announced on the 28th that the Salt Administration is hereafter independent of Nanking and that all of its administrative functions will be taken over by Changchun; that foreign obligations secured by the Salt Gabelle will not be repudiated and claims entered by the creditor powers will be considered; and that employees willing to sever connections with the Chinese Government will be retained.”
