The Department is of opinion that neither you nor the Consul General should give any encouragement to the proposal that Raven resign as a protest against the outcome of the municipal elections, as such action on his part might add, at a most inopportune time, another complication to the present difficult situation at Shanghai. Inform Cunningham.
