352. Following from American Consul General, Mukden:
“March 17, 3 p.m. T. Komai, civilian adviser to the Kuantung Army headquarters with the rank of Lieutenant General, has been appointed Director of the General Affairs Department in State Affairs Council [Page 598] of which Premier is the head. A press report from Harbin states that he will become a citizen of the new state.
Another report states that C. Ohashi, Japanese Consul General, has been appointed Director of the General Affairs Department in the Ministry of Foreign Affairs. He has just returned from Tokyo.”
