111. Department’s 88, March 11, 1 p.m. On March 14th in reply to a question in the House of Commons the Foreign Minister stated regarding [Page 589] the recognition of the Manchurian régime “our present information would make it premature to take any such action.”

In view of the fact that Washington correspondents of various newspapers report the United States Government will not recognize the new régime, I made further inquiry of the Foreign Office and was informed that the matter was still under consideration by the legal department in view of the many attendant complications. Foreign Office added informally [that] when any opinion was provisionally reached they would consult with me before finally answering suggestion presented as reported in my 107, March 12, noon.
