893.01 Manchuria/38: Telegram
Mr. Hsieh Chieh-shih to the Secretary of State
[Received 4:10 p.m.]
Sir: I have honor of informing you that provinces of Fengtien, Kirin, Heilungkiang and Jehol, Tung Sheng special district and Mongolian Mengs or Leagues under several banners have united themselves to establish independent government severing their relations with Republic of China and created “Manchoukuo” or State of Manchuria on March 1st, 1932. It must be known to you that old military authorities headed by Chang Hsueh-liang that administered over northeastern provinces sought only their self-interest and failed to give adequate consideration for welfare of people; further, that entire populace was subjected to extreme sufferings through outrageous exactions resulting from corrupt discipline in official circles and that relations with foreign nations were greatly impaired through enforcement of anti foreign policies. Furthermore, in China proper there is to be found no unified and stable government due to constant factional strifes of murderous nature among various military leaders of their own race and not a day of peace is to be seen by people at large. Hereupon, people of Manchuria at opportune time when old military power was overthrown established new state with unity of endeavors and single purpose. Government of Manchuria proposes to perfect institution of laws and establish security for life of people and exert all possible power for promotion of their happiness and peace. As regards relations with foreign nations it has been definitely decided that diplomatic intercourse shall conform to several principles hereinafter stated:
- 1st.
- That Government shall conduct affairs of state according primary principle of faith and confidence and spirit of harmony and friendship and pledges maintain and promote international peace.
- 2d.
- That Government shall respect international justice in accordance with international laws and conventions.
- 3d.
- That Government shall succeed those liable obligations due Republic of China by virtue of treaty stipulations with foreign countries in light of international laws and conventions and that these obligations shall be faithfully discharged.
- 4th.
- That Government shall not infringe upon acquired rights of peoples of foreign countries within limits of State of Manchuria and further that their persons and properties shall be given full protection.
- 5th.
- That Government welcomes entry of peoples of foreign nations into and their residence in Manchuria and that all races shall be accorded equal and equitable treatment.
- 6th.
- That trade and commerce with foreign countries shall be facilitated thus contributing to development of world economy.
- 7th.
- That with regard to economic activities of peoples [of] foreign nations within State of Manchuria, principle of open door shall be observed.
It is earnest desire of this Government that your Government will fully understand purport of establishment of State Manchuria hereinbefore stated and formal diplomatic relations be established between your Government and State of Manchuria.
