330. Legation’s March 1, noon.94 General Shang Chen who has just arrived here from Loyang stated that the Central Executive Committee after considerable discussion decided to avoid Soviet alliance and to take measures to guard against communist activities. Chinese fear eventually getting the worst of such a bargain. The General confirms decision to continue resistance to Japan.
